Abstract:
This paper presents results of the surveys on permitting procedures and financing options for biogas projects, conducted among the market stakeholders in seven CEE countries (Bulgaria, Croatia, Czech Republic, Greece, Latvia, Romania and Slovenia) as well as among investors from other EU countries with experience in CEE. In total, the survey encompassed about 200 stakeholders. The results reflect similarities and differences among the agricultural biogas markets in the assessed countries. Farmers and investors share the attitude that the permitting procedures are too complicated and long¬lasting. Furthermore, they state that financing options are limited and that the lending requirements are too stringent. In contrast, the bankers emphasise a lack of sufficiently developed projects that would guarantee/enhance necessary revenues. Based on the existing policies in the other EU countries and the survey results, thus integrating the specifics of national markets, a Biogas Policy Roadmap for the CEE countries and Recommendations for Financing Mechanisms are being developed within the BiogasIN project. As to ensure the integration of the proposed measures into the national policies, relevant stakeholders are involved through interactive forums and consultations. The BiogasIN project is supported by the Intelligent Energy – Europe (IEE) programme.
