Abstract:
In Finland there is an ongoing pilot project Carbon Neutral Municipalities HINKU in which five municipalities are committed to act as laboratories by working to reduce 80% of greenhouse gas emissions in municipality areas from the level of 2007 by 2030. The results showed that the production opportunities of renewable energy in HINKU municipalities are better than in the Finnish municipalities on average. All HINKU municipalities have the potential to produce more renewable energy than the present fossil fuel consumption. In theory HINKU municipalities have also the potential to achieve carbon neutrality. The contribution of bioenergy to potential renewable sources varies from 17 to 81 % in HINKU municipalities. Forest residues and straw are the most important bioenergy sources. The most critical question is related to the carbon neutrality of forest energy. The combustion of forest residues releases carbon into the atmosphere much faster than natural decomposition of the residues. However, Finnish inventory on greenhouse gas emissions shows that, as a whole, forests in Finland act as carbon sinks.
