Abstract:
Despite its high biomass potential, Spain has only roughly 705 MWe of dedicated biomass plants in operation. This includes CHP and electrical plants. The existing gap regarding potential cannot only be justified by a low remuneration of the electricity. There are many other reasons that explain this lack of installations. Identifying and understanding these reasons is the first step to address them and to be able, as a private company, to benefit of the window of opportunity created by the difference between the NREAP objectives in Spain and its current existing capacity. Main identified barriers to be analyzed and explained are the following: Insufficient remuneration vs Biomass Extraction Costs (Forest biomass); Difficulties to guarantee biomass supply in the long term, due to the structure of the forestry sector but also and more important, due to the Forest ownership structure in Spain ; Legislation, CHP conditions, planning delays; Spanish Political structure, Regional Competences; Difficulties to access the financing of the plants, Bad past experiences with different technological aspects (Filters, Boiler, Planning issues, Accidents); Political lobby of well established sectors against biomass.
