Abstract:
Innovative bioenergy projects have proven positive environmental and social benefits for the marginalised and rural regions of Europe. Structural and Cohesion Funds (SCF) represent an increasing potential for financing bioenergy projects in less developed regions. Still, there are several barriers and difficulties for SCF bioenergy projects to be overcome. These barriers were identified and carefully analysed in the former EU projects Energy4Cohesion and PromoScene, both supported by the European Commission in the Intelligent Energy for Europe Programme. Most prominent barriers are the unsecure longterm supply of biomass and the difficulties to mobilise the required project funding. A clear set of recommendations derived from the projects Energy4Cohesion and PromoScene, based on the project results and the analysis of a topten list of successful rural bioenergy projects funded within SCF Programmes. It is now of highest importance to spread these results to the key actors involved in SCF Management and bioenergy project development in order to increase the share of bioenergy projects funded within SFC Programmes.
