Abstract:
The promotion of bioenergy is a top priority on the political agenda. However, the progress in terms of actual market deployment is still dissatisfactory. Many of the existing market barriers have their origin in insufficient policy frameworks on the national level. Policy initiatives aim at overcoming these barriers, including the European Biomass Action Plan (BAP) and the requirements of Renewable Energy Action Plans both assisting Member States to develop or reassess their bioenergy strategies in a concise manner. In the light of ambitious RES targets for 2020 the process of developing countryspecific BAPs was the starting point for the project BAP DRIVER which from then on followed the process of setting up national biomass strategies in the EU Member States.
