Abstract:

Potential, macro­economic effects and goals of bio­energy in Bavaria for the year 2020 are presented. These goals are embedded within the Bavarian Climate Strategy 2020. So, the role of bio­energy in Bavaria can be defined as a living and dynamic part of the EU Directive 2009/28/EC of the European Parliament and of the Council on the promotion of the use of energy from renewable sources, dated 23 April 2009. The question is how politics and the government can set boundary conditions in a way that bio­energy is strongly promoted. For this reason, Bavaria takes care that important issues will be emphasized and made fit for the market. The result of pushing biomass­to­energy in the last two decades is an increase of bio­energy from 1.5% in 1990 to more than 7% in 2007. The goal of biomass in 2020 is a contribution up to 8 % to the primary energy consumption of Bavaria. In Bavaria a biomass­friendly policy is established and promoted. With our new biomass­concept which was published recently (in No­vember 2009), a strong and effective tool of political strategy concerning biomass is given to deciders and people who want to invest in biomass projects.
