Abstract:
Although the 2030 Agenda has set specific goals to be achieved and the European Union promotes innovation—particularly in the field of the circular economy-through calls1 and funding, and thus research is progressing rapidly, this is not happening at the regulatory level. Is regulation keeping up with innovation? This work focuses on an in-depth analysis of the current state of regulations at both the EU and Italian levels, exploring both the potential and the limitations of the legislation, and presenting some case studies. The use of biomass or fishery activities and residues from its valorization in other industrial processes is subject to several regulatory limitations, especially within the European Union. These limitations are primarily linked to environmental protection, public health, and product quality standards. Aspects like waste classification and end-of-waste criteria hinder new valorisation routes and evidence that adaptations to the current normative framework are required.
