Abstract:
The EU energy labeling scheme informs consumers about the efficiency, origin and safety of products, thereby encouraging energy savings and innovation. For biomass-fired small solid fuel boilers, energy labelling is regulated by CDR 2015/1187, which includes the Biomass Label Factor (BLF), currently set at 1.45. However, its determination lacks transparency and does not appear to be easily adaptable to future changes. Given the present revision of the directive in effect, this study explores potential adjustments, focusing on rescaling energy efficiency classes and merging space heating policies. A novel approach to define the BLF is presented in three scenarios that consider primary energy factors and heating degree days, leading to a more holistic and adaptable approach. The results highlight the need to update the BLF to support biomass technologies, with implications for EU policies affecting solid biomass boilers on the market from 2029 onwards.
