Biomethane Market Uptake - A Holistic Framework of Key Performance Indicators for Assessing National Biomethane Market Uptake in European Countries

Abstract:

As part of the status quo and potential analysis of the biomethane market, a framework for assessing the biomethane market uptake at national level is presented. This framework has been developed as part of Horizon Europe´s GreenMeUp project to provide policy-makers and stakeholder with science-based information. It consists of a set of 8 universally applicable indicators: Level of policy commitment, Feedstock readiness, Valorisation of by-products, Infrastructure performance, Emission reduction potential, Social perceptions, Financial support, and Stakeholder networks. The indicators are based on the six PESTEL categories Policy, Economic, Socio-cultural, Technological, Ecological, and Legal. Qualitative and quantitative information is combined to provide a normalized score for each indicator for the status quo and for future potentials in 2030 and 2050. Each of the PESTEL categories is represented in the key indicators, emphasizing the importance of a comprehensive assessment with a multi-perspective approach. While the primary addressees of the indicators are the GreenMeUp target countries, they can be applied to assess the market integration of further countries. Templates are provided for ease of application. The holistic nature of the framework makes it a widely applicable tool to identify the national status quo and potentials, thus laying the basis for market uptake strategy development.
