Abstract:

Energy has enabled technological advances with economic, social and environmental impacts. A new political, social and economic order in the world appears, contributing a lot to injustice and social inequality. The Human Development Index can assess inequality in the world. Brazil, currently in 79th place, has great regional inequalities. The objective of this study is to discuss how the use of residual biomass as a source of renewable energy can affect the HDI of municipalities with low HDI through the analysis of the potential, limitations and benefits of the energy use of residual biomass in two municipalities (Ribeirao Branco - SP and Itapicuru - BA). Access to energy is essential for education, health and income of the citizen, the use of residual energy from biomass can foster sustainable development, favoring energy security, environmental and socioeconomic issues. Financial, political and disinformation barriers make this process difficult. In order to combat them, incentive, information and dissemination measures are necessary, as well as the need to modernize the regulatory framework and an integrated approach in proposing public policies aimed at energy, environmental issues and basic sanitation.
