Abstract:
According to the Baltic Sea Action Plan, nutrient inputs to the Baltic Sea from HELCOM countries should be reduced by 11% (N) and 44% (P). At the moment, emission reduction remains too modest and also feasible indicators and reliable data on emissions are lacking. Especially actions to reduce emissions from rural areas and agriculture have not been effective.
