Operating Environment for Small-Scale Biomass-Based CHP Production in Finland

Abstract:

The aim of this paper is to evaluate the operation environment for small-scale biomass-based combined heat and power (CHP) production in Finland. Biomass-based CHP has not become very common in Finland despite other type of wide utilisation of wood biomass. Traditionally in small-scale, wood biomass has been utilised in heat production. The paper evaluates the operation environment in different European countries and presents a comparison to Finland. Reference countries selected to study were Germany, Austria and Sweden. It seems that small-scale biomass based CHP has become more common in Germany and Austria because of feed-in tariff systems and higher price of electricity for customers. In Sweden, green certificates are used to promote renewable energy and Finland utilises non-repayable investment grants for farm-scale investment in rural areas. However, the latter have not widely promote the small-scale biomass CHP together with rather low price of electricity. In the future if the operation environment improves in Finland biomass-based micro-CHP offers a possibility to produce own renewable heat and power, especially in rural environments. There is also increased willingness in rural areas to produce own electricity.
