Reshaping Brazil's Policy Framework to Enhance Bioenergy Innovation Technologies under a Low Carbon Future

Abstract:

This work presents opportunities and barriers of technological innovations in the bioenergy sector in Brazil and proposes policy packages to support the diffusion of advanced biofuel and power generation chains. Results from a long-term expansion energy analysis for optimised energy scenarios by using MESSAGE model are presented for Brazil’s bioenergy sector under different levels of GHG costs. From these findings, the paper evaluates an alternative sustainable policy framework that redirects capital flows towards critical priorities in the bioenergy sector and enhances the development of key technological innovations. To this end, this work systematically assesses a set of sustainable policies and instruments, including economic and regulatory instruments, institutional frameworks, RD&D strategies, capacity building programs, information disclosure campaigns, and volunteer agreements. Results suggest that economic instruments to facilitate the acquisition of equipment and regulatory frameworks, such as auctions, to create a stable market for advanced fuels and biopower are essential to foster innovation in Brazil’s bioenergy sector. Furthermore, RD&D programs need to be implemented to enhance the application of BioCCS facilities and other advanced routes in sugarcane ethanol distilleries. While less relevant, capacity building programs and information disclosure campaigns, such as labelling and certification, are also important to ensure the diffusion of advanced bioenergy chains.
